is it possible to have this script in langage C plug-in ?

Who in the world would do that?
C plugins should be pre-compiled for different platforms in order to use them without problem, even then there is a big chance it crashes itself or GIMP, while Script-Fu and Python scripts are good for any operating system and almost never crash. What could be done with a simple script does not need unnecessary complexity.
