I have tried many times to add layerfx.scm but i keep getting this error message
usr/share/gimp/2.0/scripts/layerfx.scm could not be saved, because you cannot change the contents of that folder.

Change the folder properties and try again, or try saving in a different location.

i dont know what to do HELP!!!!!!!!!!!!!

Try this instead...

Instead of placing the file in /usr/share/gimp/2.0/scripts, put it in ~/.gimp-2.6/scripts (substitute 2.8 for 2.6 if necessary).
