How To Use In Windows 7 64 bit.

I downloaded the script as given py.txt, used the relevant code portion to create a plugin; this is in GIMP 2.8 on Windows 7 64 bit OS/PC; result was 'Hary Art" shows in filter list as live, as does Dramatic VectorStyle as in video, only nothing happens to images when run...did I get something wrong, or doesn't this work in 64 bit environment?
