Python version not working

I am using a mac with mountain lion and have GIMP version 2.8 installed. I have tried to install the python version of layer effects but I cannot get it to work. I was able to install the script-fu version and it is working just fine, but I would really like the preview ability the python version offers.

Here is my process:
1. Right click on python.2.8.py
2. Saved linked file as - python.2.8.py in the GIMP plug-in folder
3. Restart GIMP

When I do this, the layer effects do not show up under /Layer/Layer Effects or /Layer Effects, they are nowhere to be found. Am I doing something wrong?
