Help with Layer via Copy Cut

Hi,

I'm having all kind of issues with this download. It doesn't even load on GIMP 2.8.8! Actually it loaded once and then when I tried to cut, it crashed. So, I uninstalled and re-installed GIMP. Then I downloaded Layer Copy Cut again thinking I may have downloaded the wrong one, but it just won't upload into GIMP! My computer is 32 bit Vista.

I'm doing a course which requires this application. Do you have any suggestion/recommendation.
