UPDATE 16 November 2008
i update all library to the newest version available.
But please note that Python itself may only partially updated (now is included 2.5.2 before was 2.5.0) since most of other py libraries included require python 2.5 and will not accept python 2.6.
And also about Python windows binary come in several version so if you have a peculiar architecture(i.e a X86 processor ) may be better for you download it directly here http://www.python.org/download/releases/2.5.2/
(the link is for 2.5.2 because is the last of 2.5 series, again 2.6 is not (yet ?) compatible with the rest of the needed libraries
Last point in the instrution i stressed the need to reboot, several reported that is not strictly needed and that is true.
but is also true that the added reboot seems to solve most cases of failed installations

To be easier is the install of Python support in Gimp 2.4 in Windows XP or VISTA
Easier because here there is everything needed , (step by step how to included) all in a single pack.
So Install python for Gimp may is simple as double click on a installer.. only that has to be done 5 times, and during the process the computer restated twice...
But again "how to " is included and is step by step

. -NOTE-
since windows users as me will never read something called " READ ME" before install something, how to is included in a file called "IDIOTS NEVER READ THIS.txt"..no offence intended is just a way to suggest to not overlook to read it before install
PS for the developer: if you want a chance for somebody in windows to read a "README" file at least you should rename it as "README.txt"
Not that is difficult open file without a indicate file extension with the notepad but few will think about
Happy Gimping
