    Result #5: Fifteen well-developed proposals from HDIs will be approved for USAID direct funding and successfully implemented.

    Result #6: Seventy-five percent of the HDIs will be submitting at least 75 percent of TELP accounts payable to USAID for reimbursement on a quarterly basis.

    To achieve these results, a TELP Resource Center — a clearinghouse for service delivery to the HDIs — has been established in Pretoria. Over the life of the project, four TELP fellowships will be awarded annually to HDI staff to intern at the Center and five additional fellowships will be awarded to HDI staff to shadow grants and sponsored-programs officers in the United States for six weeks. UNCF also plans to offer two proposal development and grants management TOTs (Training of Trainers) workshops for HDI faculty and administrators, as well as three annual seminars focusing on proposal writing and research, gender equity and gender analysis, and grants management and host country contracting. In addition, on-site technical assistance will be provided to the HDIs to help with proposal development. Written feedback will also be given on proposals reviewed for Project Implementation Letters (PILs) to help improve proposal development skills, and the PILs’ implementation will be monitored closely. Lastly, an interactive on-line TELP Newsletter will be published quarterly.

    By the end of the contract, each HDI will have developed and implemented at least one PIL and a minimum of 75 percent of the HDIs will have submitted 75 percent of TELP accounts payable to USAID for reimbursement on a quarterly basis. UNCF will have contributed significantly to capacity building at the HDIs through the provision of training and technical assistance for proposal development, host country contracting, research, gender sensitivity, and financial management. The TELP Resource Center is expected to become a valuable legacy for institutional research, documentation, and communications.
