Component 4: Policy Implementation and Systems Development

Result #7: A minimum of four studies or policy implementation plans will be completed, two workshops will be conducted in governance-related areas, and five summits on higher education will be held. UNCF plans to convene annual Higher Education Summits to assist the South African Department of Education and the HDIs to achieve common understanding and develop and implement a plan for a unified system of higher education. Two governance-related workshops are also planned, one on the National Qualifications Framework (NQF) and a second on strategic planning and leadership for higher education managers. The workshops will provide assistance to stakeholders on developing and implementing three-year institutional rolling plans and setting and meeting NQF standards.

In addition, four investigative studies will be conducted to support the development and implementation of policies in key areas. A Policy Implementation Council has been established to advise UNCF, and task groups will be convened to plan the summits and the investigative studies. Preliminary suggestions of focus areas for the studies include: 1) Management and Information Systems, 2) Gender in Higher Education, 3) the National Qualifications Framework, and 4) Student Academic Development. The proceedings from the Higher Education Summits as well as the results of the four investigative studies will be published.
